The Spanish government passed a moratorium stopping subsidies to all new renewable capacity not already approved, after this surprise announcement, takes on more importance than ever photovoltaic self-consumption and net-metering system.
After last news in the Spanish PV sector, Spain's Council of Ministers approved a Royal Decree suspending feed-in tariff pre-allocation procedures and removing economic incentives for new power generation capacity involving cogeneration, renewable energy sources and waste. Now the renewable energy sector looks to self-consumption.The end of feed-in tariff in solar power system connected to the electrical distribution network means that development of renewable energies sector in Spain only has one way: self-consumption, especially for photovoltaics.
In fact, the Ministry of Industry, Energy and Tourism announced that the procedure for developing the "net-metering" of electricity is now part of the "current regulation" and is presented as a "real alternative for the development of small installations to through the consumption of energy".
Net-metering is an instrument to promote small power generation facilities. If the PV system generates more power than the owner uses, the excess of the solar electricity will be fed into the grid. A positive balance of this in-feed will be credited to the facility operator via his electricity bill within the current market value.

As electricity prices in Spain will increase up to 18 € ct/kWh it is a clear incentive for Spanish households to have an own solar system. “Due to important advancements in technology and technical matters as well as price reductions, photovoltaics no longer need a tariff to become more and more competitive on the European market.”, comments José Castelblanque, Sales Manager of Comprasolar. “Also, grid parity draws closer so that even more Spanish citizens do no longer have to fear higher prices for own solar consumption than for energy supply from the big market suppliers”, he adds.
